Early Life and Education

Paul was born and raised in South Dade, Florida, and later attended the University of Miami, where he earned an undergraduate degree in Finance. After marrying Valerie Clarke of Oviedo, Paul and Valerie moved permanently to Central Florida and made Winter Springs their home. Paul also holds an MBA in Accounting, which has equipped him with a solid financial management and strategic planning foundation. His federal certifications complement this educational background as an IRS Enrolled Agent (EA) and IRS Certifying Acceptance Agent (CAA). These designations signify his ability to represent taxpayers before the IRS and handle complex tax issues without limitations.

Personal Life

Paul resides in Winter Springs with his family, enjoying the community’s welcoming atmosphere and natural beauty. His wife, Valerie Clarke, had a career that spanned more than fifteen years with the Florida Legislature in both the House and Senate. She now serves as a civilian with a prominent law enforcement agency. They live with their son, “P.J.,” a Disney Cast Member. Paul’s personal and professional experiences have instilled in him a deep appreciation for the values of hard work, integrity, and community service.

Paul is also an active Rotarian with the Rotary Club of Winter Springs, where he collaborates with fellow members to address community needs and support local initiatives. 

Paul is a member of the Citizens’ Advisory Committee at the Winter Springs Police Department – learning firsthand from City Police Leadership the public safety issues that matter most to the citizens.

Additionally, Paul is a proud member of the South Seminole Lodge of Free and Accepted Masons, reflecting his dedication to the principles of brotherhood and charitable work. 

His unanimous appointment by the City Commission to the Parks and Recreation Board further underscores his commitment to enhancing the quality of life in Winter Springs. 

Paul is also a passionate contributor to the Shriners Hospitals for Children, supporting their mission to provide specialized pediatric care.
